There will only be patrols, but as we understand there will be privacy for the city of Qamishli because of the presence of Syrian government institutions there, and the conditions laid down were not only between the United States and Turkey, but the SDF or The Kurdish Protection Units (YPG) or the Democratic Union Party (PYD) have accepted these conditions, and the parties have agreed that the areas in which the regime is present will remain the same, and it seems that Qamishli will be excluded from these patrols.

“We expressed our fears that the Syrian refugees would come to the safe area to be established. We are not against the return of Syrian refugees and displaced people to their areas, but the war has not stopped in a number of areas, so their return is difficult, so we are concerned that Turkey will offer more resettlement,” Pro said. Washington has confirmed that it has agreed with Ankara that Turkey will not return anyone by force, while allowing the people of the region to return, where there are a large number of people from the east of the Euphrates Kurds and Arabs, in Turkey. Therefore, the return of the people of Raqqa, Deir Ezzor and Hasak To their areas is positive, but it will not be acceptable to bring the people of other areas by force to this region, which is approved by Turkey.”
